President Biden issues executive order aimed at safe AI development

United States: The Biden administration will impose new requirements for all the major artificial intelligence systems to show their safety results to the government.

To act against the fast-evolving technology, three months ago, President Joe Biden signed an executive order. On Monday, the White House AI council is scheduled to have a meeting to review the progress made on the same.

AI companies have to share vital information with the Commerce Department, including safety tests, according to the order that was mandated under the Defense Production Act.

Ben Buchanan, the White House special adviser on AI, said in an interview that the government wants “to know AI systems are safe before they’re released to the public — the president has been very clear that companies need to meet that bar.”

NIST’s Role

The software companies are devoted to a certain number of categories for the safety tests, although there is no common standard requiring these firms to comply with them. As a part of the order signed by Biden in October, he mandated that NIST — the government’s National Institute of Standards and Technology- would develop a standard blueprint to measure safety.

International Collaboration

Artificial intelligence has become a key concern for the federal government not only in terms of its economic importance but also with respect to national security, considering all investments and uncertainties that accompany ChatGPT’s release – an AI tool generating text, images, or sounds. The Biden administration also considers congressional bills and collaborates with other nations as well as the European Union on rules for regulating this technology.

A draft rule on the U.S. cloud companies that provide servers to foreign AI developers has been developed by the Commerce Department.

Keeping an eye on AI’s critical use since federal agencies, including the Department of Defense, Transportation, Treasury, and Health and Human Services, have completed risk assessments regarding AI use in national infrastructure such as the electric grid.

Government Workforce Expansion in AI Expertise

The hiring of AI experts and data scientists is also scaled up by the government at the federal agencies.

“We know that AI has transformative effects and potential,” Buchanan said. “We’re not trying to upend the apple cart there, but we are trying to make sure the regulators are prepared to manage this technology.”
